
The City of Portland's newest labor collective, the City of Portland Professional Workers (CPPW), has inked a provisional contract with the city that promises a 2% salary bump for its members and additional benefits, the city announced earlier this week. According to the City of Portland's news release, all 800-plus members are slated to receive a one-time $1,000 bonus as well as a 2.4% cost-of-living adjustment come tomorrow.
The deal, which runs for two and a half years, isn't set in stone. It includes a clause that will see four key terms — including wages — reopen for negotiation in January 2026. Meanwhile, the agreement earmarks $6.7 million for new, ongoing expenditures and $2.7 million equivalent in additional paid leave for over the term, along with $1.1 million in one-time spending for the fiscal year 2025-26.
Members who work full-time in-person roles stand to gain three extra personal days annually and up to 40 hours of paid leave for FLSA exempt employees during the 2025 calendar year. Other perks include a novel leave bank applicable for tribal or immigration issues and a $165,000 yearly Professional Development Fund. The city is also boosting standby pay for specific positions, notably in emergency management, environmental services, and police departments, and increasing shift differential rates.
The City of Portland Professional Workers is one of the city's largest unions and touches every service area, with considerable representation in sectors such as Transportation, Environmental Services, and Parks. The City’s labor relations team, which closely collaborates with 15 bargaining units, represents more than 80 percent of the City’s 7,500-strong workforce, as mentioned in the City of Portland's release. The Portland City Council, alongside CPPW, is expected to give the green light to the new contract in the upcoming weeks.
