A Texas couple faces charges for alleged TennCare fraud in Memphis, the Tennessee Bureau of Investigation has reported. Richard and Tammy Banks of Texas were facing a series of allegations as they were arrested last month, each slapped with a single count of theft of property worth $10,000-$60,000, according to Action News 5.

The investigation kicked off in July 2024 when a TennCare Managed Care Organization raised the alarm about the couple, alleging they had submitted fraudulent claims related to the care of a Memphis patient, during a time when they resided in Texas, an unethical gambit that apparently led TennCare to incur losses spanning thousands, as disclosed in a Local Memphis report. The TBI uncovered that between January and November of 2024, the Banks had submitted these personal care claims for the Memphis patient without actually providing the services they reported.

The TBI's Medicaid Fraud Control Division intervened, presenting evidence from the time period in question and linking the couple to the specified charges. They have since been booked into Shelby County Jail, confirmed by a statement from the TBI which was shared by FOX13 Memphis.

While the case concluded with the Banks being sentenced to prison, its implications extend beyond their individual actions, bringing attention to vulnerabilities within healthcare programs. The incident involved a misuse of public healthcare funds and has prompted increased focus on oversight and regulatory practices aimed at preventing similar occurrences.
