Former NYC Transit President Andy Byford is set to return to New York City to lead the overhaul of Penn Station, White House officials confirmed. According to Gothamist, Byford's appointment comes after MTA Chair Janno Lieber was removed from the project last month by U.S. Transportation Secretary Sean Duffy. The overhaul, owned by Amtrak, has been one of the most anticipated construction projects in the nation.

Best known as "Train Daddy," Byford has earned respect for his work improving NYC's subway and bus networks following the 2017 service disruptions often referred to as the "summer of hell." As per the New York Post, Byford had previously clashed with then-Gov. Andrew Cuomo, leading to his resignation in early 2020.

In his new role, Byford brings experience from managing transportation systems in London and working with Amtrak since 2023. He has supported high-speed rail projects, although funding for these efforts has been reduced under the current administration. Byford was also involved in advancing congestion pricing, which began earlier this year and applies tolls to drivers entering Manhattan south of 60th Street, with the revenue directed to the MTA’s construction department.

Despite the high-profile project now within arm’s reach, Byford declined to comment when asked about his new responsibilities. Nevertheless, MTA spokesperson John McCarthy expressed optimism about Byford’s appointment, stating, "We look forward to working with Andy Byford, who understands the importance of mass transit and was a strong supporter throughout our battle to implement congestion pricing in New York," in a statement obtained by Gothamist. Meanwhile, Gov. Kathy Hochul has also welcomed the Trump administration's commitment to advance and finance the project.

The future of Penn Station remains under active discussion. Redevelopment proposals have included a design featuring Greco-Roman columns, supported by some allies of former President Trump. Amtrak has proposed expanding the station to the south, which would require significant demolition. In his role with Amtrak, Byford previously suggested alternatives to this plan, including through-running strategies that could reduce the need for large-scale demolition.
