"Anthony Kelly was arrested and booked into the Harris County Jail for Child Endangerment and the open felony warrant, his bond for the felony warrant was set at $12,000.00 out of the 230th District Court," said the  Harris County Constable Precinct 4 in his report. In the aftermath, Child Protective Services was notified and appraised of the disturbing circumstances surrounding Kelly's apprehension.
