The Concord City Council has finalized its budget for the fiscal year 2025-2026, maintaining a steady property tax rate and prioritizing community investments. The budget, which clocks in at just over $382 million, was passed unanimously during the council meeting on Thursday, according to a release from the City of Concord's website.

Property taxes will remain set at 42 cents per $100 of valuation, a deliberate decision aimed at keeping living costs predictable for Concord residents. "The budget ensures that Concord can continue to provide exceptional service without asking for more from taxpayers," City Manager Lloyd Payne explained in a statement obtained by Concord’s news service. The budget is carefully crafted to reflect strategic investments, particularly in the sectors of transportation, park services, and affordable housing initiatives, which continue to be key focuses for the City Council.

Significant allocations in the FY26 budget include $4.4 million for transportation projects involving streets and sidewalks, $3.7 million for street resurfacing, and $1.8 million each for the advancement of greenway projects within Parks & Recreation and for affordable housing development. Concord aims to hit a 30-mile greenway target by 2030, with the Clarke Creek Greenway – Cox Mill Loop marking the latest stride toward this goal.

Public safety is another priority in the new budget, featuring the addition of four new police officers to cover Downtown Concord and capital for the construction of Fire Station #13 and the Communications & Emergency Operations Building. The budget also ensures the integrity of the city's utility systems with funded projects that support water, stormwater, wastewater, and electrical services. Meanwhile, economic opportunities for residents have been encouraged, and Concord’s progression as a regional destination continues with investments in parks, recreational events, and projects like McGill Reuse Project.
