A 30-year-old Raleigh man was arrested Thursday afternoon after downtown Morganton merchants reported he had exposed himself while trespassing on their properties, with officers tracking him down at a downtown business just hours after the first call came in. Keith Thomas Barrett now faces three counts of indecent exposure and three counts of second-degree trespassing tied to a string of incidents along the 100 block of Stoney Place.
According to the Morganton Department of Public Safety, officers received initial reports at 10:38 a.m. on August 27, obtained arrest warrants by 2 p.m., and located Barrett at a downtown business by 2:30 p.m., taking him into custody without incident. Court documents cited by Queen City News state that Barrett was found outside several businesses with his pants around his ankles and his private parts exposed. The department says the reported incidents occurred between the evening of August 26 and the morning of August 27.
How Detectives Zeroed In So Quickly
Investigators moved fast in part because of cooperation from the business community. The department's report details how officers reviewed security camera footage and photographs supplied directly by merchants along Stoney Place to identify Barrett, and the agency has said that information provided by downtown businesses, witnesses, and community members allowed detectives to identify him, file charges, and make an arrest within hours of the initial report.
That kind of rapid coordination is not new to Morganton's downtown corridor. The city's public safety department maintains a dedicated downtown officer position tasked specifically with patrolling the central commercial district and staying in close contact with local merchants, a role detailed by The Paper. Officers from the department's Special Operations Division ultimately carried out the search and apprehension in the downtown area.
Bond, Court Dates and No-Contact Order
Barrett was initially held without bond because he was already on pretrial release tied to prior legal matters, a status that under North Carolina practice allows magistrates to hold a defendant until a court hearing. He appeared in court the following day, August 28, and was released on a $50,000 secured bond. As a condition of that bond, the court ordered Barrett to have zero contact with any of the victims or downtown businesses involved.
His next court appearance is scheduled for September 24 at 9 a.m. in Burke County, according to a statement from the Morganton Department of Public Safety. Misdemeanor criminal charges in Morganton are handled by Burke County District Court, which holds jurisdiction over initial appearances and trials before any potential appeal to Superior Court.
What the Charges Carry
Under North Carolina General Statute § 14-190.9, indecent exposure is classified as a Class 2 misdemeanor, which can carry up to 30 days in jail along with potential probation or fines. The second-degree trespassing counts fall under General Statute § 14-159.13, defined as entering or remaining on property after being told to leave or where notice is posted, and are classified as Class 3 misdemeanors carrying a maximum of 20 days in jail.
Several details remain unresolved. It is not yet clear what pretrial matter had already placed Barrett on release status before this arrest, nor why he was in downtown Morganton despite living in Raleigh. Whether additional surveillance footage will be presented when the case returns to Burke County District Court next month has also not been disclosed.
