The city's initiative is not a spur-of-the-moment inspiration but a sustained fight against the ticking clock where every second dwindles a victim’s shot at survival, with an annual goal set to train 6,000 residents in hands-only CPR; it’s no small feat. With about 5,000 emergency calls a year, 70 percent are medical emergencies the Fire Department reports, and of these incidents, 45 to 60 are cardiac arrests; early intervention by bystanders can be a game-changer before first responders reach the scene, and Germantown's average emergency response time clocks in at just six minutes, yet even that is time too precious when hearts fall into a perilous rhythm.
