The initial deficit facing the General Fund, as told by the city, stemmed from dwindling sales tax revenues combined with rising fixed costs. A collective push from city departments led to a series of cost-saving tactics, such as operational cutbacks, delaying certain capital improvement projects, and initiating a hiring freeze for non-essential positions. After these adjustments, a $4 million gap remained, which the city resolved by dipping into the general fund reserves, according to a statement on their website. This brings the General Fund Budget to a total of $352.5 million for the upcoming fiscal year.
Transparency was a top priority for the city throughout this fiscal fine-tuning. Residents had a window into the process through four public budget study sessions, which are available on the city's website. These sessions were meant to provide Glendale citizens a clear view into the financial decisions that are shaping their city's future.
