California Governor Gavin Newsom announced the comprehensive Golden State Literacy Plan yesterday, alongside Compton students and teachers, with a keen focus on improving reading proficiency for students across the state. The Golden State Literacy Plan is designed to shore up reading skills, building on California's uptick in reading achievements and adapting a myriad of new investment strategies. "Literacy is the pathway to success – all of California’s kids deserve to discover the joys and benefits of reading and the power to formulate and express their ideas," Newsom said, according to the state's announcement. Efforts include deployment of literacy specialists, regular screening for reading difficulties for young students, teacher recruitment, retention, and comprehensive literacy blocks for elementary grades instruction.

California's literacy trajectory has seen positives, with State Superintendent Tony Thurmond noting nearly 4,000 educators benefited from professional development in the last year. Thurmond thanked the Governor for funding, which "builds upon these critical investments in our children’s futures." Education officials, including State Board of Education President Linda Darling-Hammond, highlight that progress requires early language development, quality curriculum, materials, professional development for teachers, and an understanding of diverse student needs.

Recent advancements trace back to strong gains in state reading scores, where between 2011 and 2022, California's 8th grade reading achievement on the National Assessment of Educational Progress (NAEP) rated highest in national improvements and one of three states with significant 4th grade reading gains, as per the official release. The plan supports this momentum with investments like $500 million for Literacy Coaches, a $378.6 million boost to the Learning Recovery Emergency Block Grant, and $40 million allocated for additional support in reading difficulties screenings

In terms of numbers, the investments are robust: a proposed $500 million for TK-12 Literacy and Mathematics Coaching, the construction of Literacy and Mathematics Networks with a $25 million budget, and substantial funding for professional development, including a $200 million one-time investment for evidence-based literacy teaching, according to the governor's statement. Furthermore, funds are earmarked for expanding universal Transitional Kindergarten and the Expanded Learning Opportunities Program for comprehensive after-school programs.
