A man accused of opening fire on police officers after a traffic stop in Milwaukie has been arraigned on a cascade of felony charges, according to Clackamas County officials. John Franklin Kolb, 42, faced a judge in Clackamas County Circuit Court yesterday, just days after the alleged shootout and subsequent manhunt that ended with his capture in Sandy, Oregon.
During the ill-fated traffic stop on June 20, Kolb, who also goes by the name 'Loony Toon,' reportedly fired at three police officers and fled the scene, which led to a pursuit through local streets and onto the Eastmoreland Golf Course, where he momentarily evaded authorities. After ditching his vehicle near Southeast Tacoma Street and Southeast 26th Avenue, the search initially came up empty. Yet, a deep dive into the underbrush of our local legality was not to be Kolb's destiny; the officers ultimately caught up with him — they cuffed him in Sandy on Monday.
As reported by Clackamas County, Kolb now faces an extensive list of charges: four counts of Attempted Assault in the First Degree with a Firearm, Unlawful Use of a Firearm, Felon in Possession of a Firearm, Escape in the Second Degree, Fleeing or Attempting to Elude a Police Officer, Failure to Perform the Duties of a Driver, Reckless Driving, five counts of Recklessly Endangering Another Person, Criminal Mischief in the Second Degree, and Attempting to Elude. For now, Kolb remains in preventative detention at Clackamas County Jail, awaiting a release hearing that's set for this Friday.
