
New York City's streets may soon enforce a slower pace for micromobility devices, as Mayor Eric Adams seeks to cap the speed of e-bikes and scooters to 15 mph. This proposed speed limit, announced Wednesday, aims to increase safety across the city's roadways and aligns with regulations in the European Union. According to Gothamist, Adams has also proposed the formation of a new Department of Sustainable Delivery to regulate the thriving delivery sector and ensure adherence to traffic laws.
The mayor's initiative comes in response to concerns about the risks posed by the reckless use of e-bikes and scooters on city streets and sidewalks. "I have heard, over and over again, from New Yorkers about how their safety and the safety of their children have been put at risk due to speeding e-bikes and e-scooters, and today, our administration is saying enough is enough," Adams told AMNY. His solution, albeit well-intended, to preferably mitigate risks by diminishing the legal speed cap, faces opposition from transit advocates and the Worker's Justice Project, which represents a significant number of NYC delivery workers.
In defense of the policy, NYPD Police Commissioner Jessica Tisch stated that the enforcement is about safety and fairness, as chronicled by Gothamist.
However, apprehensions around the proposal reach beyond safety. Critics argue the crackdown could augment fears and unwarranted legal consequences. Council Member Pierina Sanchez expressed such concerns, saying, "By issuing criminal summonses, the city is forcing delivery workers into the criminal court system, placing them at greater risk of ICE encounters, and threatening their families and livelihoods," in a statement obtained by AMNY.
Adams insists the proposed speed limit would be enforced through a commercial delivery license to "strengthen delivery worker, battery, and traffic safety." Nevertheless, for this program to be launched, Adams has emphasized the need for the backing of the City Council, which has yet to schedule a hearing for his nine-month-old legislation proposal. The mayor’s ambition to ramp up safety measures, seeks to accommodate the rapid growth in delivery services and the fleet of cyclists ferrying goods across the five boroughs. City Council Speaker Adrienne Adams' office has yet to respond to inquiries from AMNY regarding the new department and speed limit legislation.
