The City of Sacramento has issued an open call for proposals to transform the historic Steamers Building, located along the Embarcadero boardwalk in Old Sacramento, into a walk-up café. The initiative is part of ongoing efforts to activate key sites within the city's historic district.
Qualified applicants with experience in fast-casual dining and an interest in the region’s historical character are invited to submit proposals for the 750-square-foot space, which includes a 1,550-square-foot outdoor patio overlooking the Sacramento River. According to Sacramento City Express, the area sees more than 4 million visitors annually. The city is seeking a business that can serve as a focal point for local food and hospitality while complementing the waterfront setting.
Valerie Mamone, a Project Manager with the City's Office of Innovation and Economic Development, highlighted the site's potential in a statement shared with Sacramento City Express, stating, “This is a rare opportunity to bring fresh energy to a high-visibility waterfront location and help transform the next phase of Old Sacramento.” Mamone also noted the city's goal of finding a tenant who can combine the area's historic character with a high-quality culinary offering.
The effort to revitalize the Old Sacramento Waterfront goes beyond the proposed café, forming part of a broader redevelopment plan. This summer, a $1.3 million children's play area will be introduced, developed in collaboration with local Indigenous tribes to honor Native American heritage. Additionally, a $4.6 million grant from the State of California will support the renovation of the waterfront restaurant deck at 1110 Front Street. These projects are components of the ongoing Waterfront Reinvestment Program, a comprehensive initiative focused on enhancing public spaces and increasing community engagement throughout the district.
Proposals for the café are due by the end of August and should be submitted through the City’s digital bidding system. Additional information is available on the city’s official website. The project is part of ongoing efforts to redevelop the historic Steamers Building and contribute to the broader revitalization of Old Sacramento.
