The City of Sacramento and the Franklin Neighborhood Development Corporation have launched the 21st Avenue Beautification Project, which includes visual and infrastructure improvements along 21st Avenue. Funded by a Caltrans Clean California Grant, the project covers the area between Highway 99 and Franklin Boulevard to Ethel Phillips Elementary School, according to the City of Sacramento.

The project includes new murals, utility box wraps, and metal sculptures as part of an effort to reconnect a neighborhood that was divided by the construction of Highway 99. The underpass has been updated with murals based on community input, funded in part by a Clean California grant. “While the artwork and improvements are highly visible, this project is really about reconnecting the neighborhood,” said Stephanie Saiz, assistant engineer with the City’s Department of Public Works, as reported by the City of Sacramento.

The City of Sacramento's project included new street signs to discourage illegal dumping and littering, and a program offering residents up to $1,000 for reporting violations. The City also provides two free bulky waste pickups each year, which can be scheduled by calling 311 or visiting the solid waste program website.
