A Lincoln man wanted in a hit-and-run allegedly pulled a police officer partway into his own vehicle, struck the officer's patrol car, and then led police on a chase that ended with him hiding in an outbuilding directly across the street from the Lincoln Police Department. Officers arrested 34-year-old Tisiah Prout on Thursday evening on suspicion of felony evading, hit and run, and felony resisting arrest.
According to the Lincoln Police Department, an officer located the outstanding hit-and-run suspect vehicle near East Avenue and 6th Street. As reported by ABC10, the encounter began around 5:30 p.m. Thursday when the officer spotted the car near that intersection. Police say Prout, identified as the driver and sole occupant of the vehicle, struck the front push bumper of the officer's marked patrol vehicle and pulled the officer partially inside his own car before fleeing the scene.
Chase Ends Steps From Police Headquarters
Officers pursued Prout in a vehicle chase that ended with him fleeing on foot, police said. He then concealed himself inside an outbuilding at a residence directly across from Lincoln Police Department headquarters, located at 770 7th Street, according to the department's own account and confirmed by the City of Lincoln. During the standoff, Prout physically resisted the officer before eventually complying, and officers say they de-escalated the situation, establishing communication with him before taking him into custody.
Police say Prout also crashed into PG\u0026E infrastructure fencing during the pursuit, though it remains unclear whether the collision caused any disruption to power service in the area. The department's post did not specify the full extent of the damage to either the fencing or the marked patrol vehicle Prout struck.
A Familiar Face to Placer County Law Enforcement
This was not Prout's first run-in with Lincoln police. The department says he led LPD officers on a separate vehicle pursuit throughout Lincoln just a few weeks earlier, an incident that similarly ended with him taken into custody following a foot pursuit. Prout also has a prior felony record in the county: in September 2020, Placer County Sheriff's Office detectives served a search warrant at a rural Lincoln home and arrested Prout, then 28, on suspicion of being a felon in possession of a firearm, ammunition, and an illegal assault weapon, according to CBS News.
Outside of his legal troubles, Prout is known locally as a speedway motorcycle racer. He competes at Fast Fridays Speedway in Auburn, where he won multiple Support Class main events during the August 2026 season, per a report from the Auburn Journal shared on Facebook.
What Charges Could Mean for Prout
Prout faces felony evading, hit and run, and felony resisting arrest charges stemming from Thursday's incident. Under California Vehicle Code Section 2800.2, felony reckless evading carries penalties of 16 months to three years in state prison and fines up to $10,000 when a driver flees law enforcement with willful or wanton disregard for public safety, according to legal resource My Rights Law Group.
California Penal Code Section 69 classifies physically resisting an executive officer with force or violence as a wobbler offense that can be charged as a felony punishable by 16 months to three years in state prison and up to a $10,000 fine, per the CMC Defense legal group. The underlying misdemeanor hit-and-run charge, defined under California Vehicle Code Section 20002 as leaving the scene of a property-damage collision without identifying oneself, carries penalties of up to six months in county jail and a $1,000 fine, according to the Goldstein Law Group. It remains unclear what specific charges the Placer County District Attorney's Office will ultimately file, or whether the officer involved in the physical struggle sustained any injuries.
Adult suspects arrested on felony charges in Lincoln are typically processed and held through Placer County Jail facilities, including the primary Auburn Jail on Richardson Drive, according to the Shouse Law Group.
