On the morning of June 15, an incident involving officers from the Washington State Patrol and a Spokane County Sheriff's Deputy escalated to the point where firearms were discharged by three troopers at a Spokane County intersection. While details remain sparse, the Spokane Independent Investigative Response (SIIR) team has been called upon to take the lead on the case, with the Spokane Police Department spearheading the effort as per a recent statement.
Under new protocols established by Initiative 940 and House Bill 1064, deadly force incidents invoking law enforcement require thorough and independent investigation, akin to criminal inquiries. Assigned investigators are tasked with maintaining an arms-length distance from the involved agencies, a rule designed to ensure objectivity in the eyes of the jury. At this stage of the investigation, it is critical to note that the law prohibits disclosing certain details, including the criminal history of the individual, before a direct request under the Public Records Act.
The Spokane Police Department has designated Officer Dan Strassenberg as the point of contact for ongoing inquiries, emphasizing the requirement to uphold principles of transparency while the investigation unfolds. The identities of the officers involved, their photos, and a line of communication have been released, adding a layer of transparency despite stringent legal restrictions on the release of other key information.
Facing scrutiny are the circumstances leading up to the initial confrontation, while officials navigate the confines of state law. It is a balancing act they must perform, providing information to a concerned public eager for details, yet not overstepping legal bounds which exist to protect the integrity of the investigation and the privacy of those involved. Officer Strassenberg can be reached at 509-344-9006 or via email at [email protected] for requests that adhere to the Public Records Act.
