
In a move lauded by educators and parents throughout the Lone Star State, Texas Governor Greg Abbott has signed into law an unprecedented public education funding bill, codified as House Bill 2. This legislation earmarks a colossal $8.5 billion in new funding for public schools, with a specific allocation of $4 billion dedicated to teacher and staff salary increases. A spectrum of stakeholders, including over 175 teachers, students, and family members, were in attendance at Salado Middle School to bear witness to the bill's enactment, as reported by the Governor's office.
During the signing ceremony, Governor Abbott expressed his commitment to bolstering Texas' educational rankings, to not only improve but to lead. "Now is the time to make Texas No. 1 in educating our children," he imparted, citing the bill as a foundational step for Texas education to start to aggressively move up the ranks, according to the Governor's office. The bill was supported and ushered through by a coalition of state officials, including Chairman Brandon Creighton and Chairman Brad Buckley, and Teacher of the Year Finalist JoMeka Gray was among the educators present to endorse the legislation.
Gray, a seasoned educator with 13 years under her belt, shared her appreciation for the new bill, recognizing its potential to tangibly improve the livelihoods of more than 5.5 million students enrolled in public schools statewide. "House Bill 2 is more than just policy—it is a promise to our teachers," she acknowledged, as noted by the Governor's office.
The record-setting funds earmarked by House Bill 2 encompass a broad swathe of educational improvements, from $834 million set aside for special education reforms to $648 million geared towards boosting early literacy and numeracy. In alignment with goals articulated in the Governor's 2025 State of the State Address, the bill also looks to ultimately expand career training in rural locales and increase investment in teacher preparation programs. Abbott's vision to not merely pass legislation, but to enact a transformative force within the educational system is evident, as he aims to just reward exemplary teachers with permanent pay raises.
On the heels of this legislative victory, Governor Abbott announced a significant $481 million in Teacher Incentive Allotment funds awarded for numerous Texas teachers during the 2024-25 school year, as per the Governor's office. This funding package builds on earlier reforms and takes a broad approach to improving education in the state, with targeted investments from kindergarten through to career.
