
A 72-year-old repeat sex offender, Clyde Herald, is facing charges after being accused of following a young girl around a Target store in Covington. Herald has a history of sex offenses dating back to 1996 and was most recently convicted in 2024 for similar behavior.
Last month, Herald allegedly engaged in menacing behavior by stalking and was charged with felony aggravated menacing and a misdemeanor voyeurism charge, as reported by WLWT. The victim reportedly feared potential harm during the incident, a detail highlighted in court documents. Herald's long history of sexual offenses includes convictions in 1996, 1999, 2003, 2015, and 2024, with his most notorious case in 2003, wherein he was caught on video exposing himself to a young girl inside a Covington store.
Following the recent indictment, Hamilton County Prosecutor Connie Pillich expressed her resolve to pursue the maximum sentence for Herald. "This repeat sex offender has no regard for the law," Pillich said, as noted by Dayton 24/7 Now. State Rep. Cecil Thomas (D)-Cincinnati, in light of such cases, has proposed legislation to impose harsher penalties for repeat voyeurism offenders, aiming to deter future incidents and address the perceived insufficiency of current punitive measures.
Herald's pattern of offenses prompted a judge in an earlier case to cite his behavior as an argument for legislation supporting the chemical castration of repeat offenders, as highlighted in court papers. "Clearly, this individual is not going to stop doing what he's doing," Thomas explained, emphasizing the urgency and necessity of stricter legal responses. Meanwhile, Herald, who is a registered sex offender since 1996 and who was sentenced to 12 years in prison for the 2003 incident, pleaded guilty last year to inappropriately touching himself in front of a 12-year-old girl at an Old Navy and was given a 10-month sentence. According to a report by WHIO, He is currently held at the Hamilton County Jail and is awaiting his next court appearance.
