According to the DeKalb County announcement, this guide was created in partnership with the Office of the CEO’s Communications Department, DCTV, and local public safety officials, offering practical steps for demonstration planning, including securing necessary permits and ensuring safety.
"The right to peacefully protest is a cornerstone of our democracy," DeKalb County CEO Lorraine Cochran-Johnson was quoted. "It is our responsibility to support residents in exercising that right while ensuring demonstrations remain safe and organized." The toolkit provides do's and don’ts, a checklist for obtaining permits, details on the role of law enforcement, and available legal resources for protesters. An accompanying video features a message from the CEO and the DeKalb County Police Department, underscoring the initiative’s intent to clarify both rights and responsibilities to residents.
Accessibility being a key concern, the P3 toolkit has been made available in both English and Spanish. The county encourages community groups, activists, and organizations to utilize and disseminate the guide in preparation for their activism efforts. "As a government, it is our job to equip residents with clear, accessible information that helps them engage safely and effectively," said Dionna Smith, Chief Communications Officer for DeKalb County. She also emphasized their commitment to transparency and support for the community's voices.
