Per details laid out in the plea agreement obtained by the U.S. Attorney's Office, Pratt’s unlawful overtures began in February 2023 when he reached out to a Confidential Human Source (CHS)—mistaking them for an ISIS affiliate capable of arranging travel—and continued over months of communication, sharing his willingness to join the terrorist group pledging allegiance to its leader, and discussing violent tactics including potential uses of drones and remote-controlled cars for attacks. The intricate tapestry of indiscretions involved cryptocurrency transactions, specifically on two occasions in March and May 2023, which he attempted to conceal with a privacy-focused VPN and an encryption app.
