
In a move to quell rising concerns over the handling of a natural area, the City of Garland has issued an apology after the Spring Creek Forest Preserve saw unexpected clearing activities to facilitate sewer line maintenance. The incident, which was a response to storm-related damage, saw the city's work crews inadvertently harm portions of the ecologically sensitive preserve, a significant oversight now prompting a commitment to better communication and coordination efforts. According to the City of Garland, City Manager Jud Rex stated, "We did not notify the Preservation Society. We did not coordinate with Dallas County, who’s one of the property owners. And for that, I want to apologize on behalf of myself and our staff."
The need for clearing became apparent following a series of heavy storms in May 2024, as city officials became concerned about stormwater leaking into the sanitary sewer system—raising overflow risks at local wastewater treatment facilities, the city's actions were reactive to an emergent situation, yet they overlooked crucial consultations with pertinent stakeholders. The City of Garland report explains the preserve's sanctuary status and the extensive ecological impacts of the clearing that went ahead without due notification to the Preservation Society for Spring Creek Forest or Dallas County, the property's co-owner.
In the aftermath of the incident, discussions regarding restoration of the damaged areas are underway, with the city engaging engineering and landscape architecture firm Kimley-Horn to develop a recovery plan. Further, an independent audit of the city’s agreements with contractors for accessing sewer system infrastructure has been initiated by City Manager Rex, a fact reported by the City of Garland. Assistant City Manager Crystal Owens emphasized that restoration efforts will be comprehensive, saying, "We also recognize the impacts to wildlife, native plant life and the overall ecology," underlining the city's holistic approach toward the preserved land's recovery.
