Governor Josh Green has signed two new laws to address issues related to housing and homelessness in Hawaiʻi. One law focuses on stabilizing the property insurance market, while the other expands services for homeless youth, according to the Office of the Governor.

Senate Bill 1044, now Act 296, reactivates the Hawaiʻi Hurricane Relief Fund to support the property insurance market by providing coverage when private insurers cannot. Officials say this has already helped lower some insurance costs. Governor Green said, “The rising cost of insurance has become yet another unbearable burden for Hawaiʻi and its residents over several years and mirrors a similar crisis on the mainland.” House Bill 613, now Act 297, makes the Safe Places for Youth program permanent. It offers 24/7 access to shelter, mental health care, and other services for young people experiencing homelessness. Governor Green said, “This is how we break the cycle of homelessness,” as reported by the Office of the Governor.

The Hawaii Hurricane Relief Fund has been reactivated and may help residents and condominium associations reduce their hurricane insurance premiums by up to 70%, according to insurance agent Alex McLaury of ACW Group. Information about who qualifies and how to apply is available on the Hawaii Hurricane Relief Fund website. Details about the new laws can also be found through the Office of the Governor
