After over a decade of merciless exploitation and control, the head of a notorious Mexican sex trafficking ring has been handed a sentence of 188 months in prison. Hugo Hernandez-Velazquez, the leader of the Hernandez-Velazquez Sex Trafficking organization, was sentenced at the federal courthouse in Brooklyn, with United States District Judge William F. Kuntz overseeing the proceedings. Hernandez-Velazquez had previously pled guilty in April 2023 to one count of sex trafficking, involving force, fraud, and coercion.

The defendant's extradition from Mexico in February 2021 marked a significant chapter in international cooperation in the fight against human trafficking. According to a press release by the United States Attorney’s Office for the Eastern District of New York, Hernandez-Velazquez was involved in the orchestration of an operation that lured young Mexican women into prostitution in the United States under false pretenses of love and better life opportunities. Once in the U.S., these victims faced inhumane conditions, comprising of forced abortions, threats to family, and physical abuse.

Joseph Nocella, Jr., United States Attorney for the Eastern District of New York, reflected on the gravity of the crimes, stating, "For years, the defendant and his siblings operated an illegal, abusive, and exploitative sex trafficking operation that stripped victims of their dignity and subjected them to inhumane violence." Special Agent in Charge of Homeland Security Investigations in New York (HSI New York), Ricky J. Patel, recognized the survivors’ courage and emphasized the agency's dedication to pursuing those who exploit others under the guise of care and affection.

The Hernandez-Velazquez family’s operation, based in Mexico, spread its criminal reach across multiple U.S. states, including New York and as far afield as Virginia and Florida. It involved a network of individuals deceiving and coercing victims to engage in prostitution through false relationship promises. The prosecutorial efforts against this ring have been part of a broader initiative, the U.S.-Mexico Bilateral Human Trafficking Enforcement Initiative, which has led to the prosecution of over 175 defendants in extensive anti-trafficking operations across both Mexico and the United States.

After serving his sentence, Hugo Hernandez-Velazquez is set to be deported back to Mexico. The takedown of this criminal enterprise has not only served as a stark reminder of the pervasive nature of sex trafficking but has also highlighted the vital, collaborative efforts required to combat such transnational crimes. The remaining members of the Hernandez-Velazquez family organization have already faced the consequences of their roles as well. Judge Kuntz previously sentenced Ernesto and Giovanni Hernandez-Velazquez each to 210 months’ imprisonment, and Arcelia Hernandez-Velazquez was sentenced to time served after around 60 months.

Assistant United States Attorney Erin Reid led the prosecution as part of the Office’s Human Trafficking and Civil Rights Section, and the case is a testament to the sustained effort to stand against human trafficking, restore dignity to victims and ensure justice prevails.
