
Authorities in Oklahoma have filed charges against 60-year-old Phillip Stout for a homicide dating back to March 20, 2020. After a renewed investigation, Stout, who was already in custody for unrelated charges, has been accused of the deadly shooting of 60-year-old Randall Madewell in Cleveland, as reported by KOCO. He faces charges of first-degree murder and possession of a firearm after a former felony conviction.
Stout, who was taken into custody at the Rogers County Jail, will now face the additional charges in Pawnee County. According to OKC FOX, the Oklahoma State Bureau of Investigation (OSBI) took over the case and determined that Stout was present inside Madewell’s home on W. Pawnee Street at the time of the murder.
The Pawnee County District Attorney has now charged Stout with first-degree murder, confirming that new information surfaced to establish Stout's presence in the victim's home at the shooting occurred. These developments were released by News9. Stout's bond is set at $2 million.
Initial evidence and investigation by the Cleveland Police Department had led to the OSBI's involvement. On the day of the crime, police officers discovered Madewell with gunshot wounds, who was pronounced dead at the scene. It was through the persistence of the OSBI's special agents that the connection to Stout was affirmed. He remains in custody awaiting further court proceedings.
