Following the initiation of a lawsuit, a portion of the funds was released, indicating progress. The lawsuit, backed by a coalition of 23 attorneys general and two states, contended that the freeze violated legal and constitutional principles.

These programs have traditionally provided educational services for migrant children, supported effective classroom instruction, fostered community learning centers, and promoted adult education and workforce development.
