The City and County of Honolulu is looking for developers to build housing on a 2.25-acre site in Kalihi, including the former Dee Lite Bakery at 1930 Dillingham Boulevard and a nearby parcel at 1907 Eluwene Street, near the future Mokauea Skyline Station. Kevin D. Auger, director-designate of the Department of Housing and Land Management, said, "Kalihi’s TOD plan (2014) cites affordable housing as the community’s top priority, with strong demand projected for rental homes near transit." The city plans for more than 150 new affordable homes, and proposals are open until October 10, according to Aloha State Daily.

Mayor Rick Blangiardi said the city is offering its seventh city-owned property for development, aiming for housing near jobs and transit, as detailed by Spectrum Local News. The city's housing plan from earlier this year supports working with developers to build on city land.

The Kalihi project’s timeline is still undecided until a developer is selected. Required steps for the chosen developer include community workshops and stakeholder meetings to align the project with local needs. A non-mandatory preliminary proposals conference is scheduled for September 5, with proposals due by October 10. The project will use more than 20 acres of city land for affordable housing, described by Auger as "a scale of activation that Honolulu has never seen before," as mentioned by Aloha State Daily.
