
In a decisive move aimed at improving emergency medical services, Clackamas County has struck a new deal with American Medical Response (AMR) that is set to overhaul ambulance operations through 2035. Detailed by Clackamas County's recent announcement, the novel contract introduces performance-based incentives, requiring AMR to not only meet but to try and exceed established benchmarks in response times and quality of care.
The contract appears to be a response to historical challenges within the region regarding the promptness of ambulance services. "When someone in our community needs an ambulance, it’s so important that it arrives quickly and that they receive quality care," Clackamas County Chair Craig Roberts told the public. An innovative nurse navigation program along with the updated requirements is expected to ensure that residents get timely and quality medical support.
Alongside stringent performance metrics, the agreement also mandates technological improvements like data dashboards and electronic charting. It grants AMR to field Basic Life Support ambulances as an option, a move that could potentially streamline service delivery. The push for greater transparency and the continuance of AMR's Compassionate Care Program, which assists those facing financial hardship, signal a commitment to accessible health care in the context of rising costs.
Following a mandatory performance improvement period in 2023, AMR has reportedly strengthened its workforce. This investment has paid off, as the company is now fully staffed and has consistently met the county's response time standards. "Getting this contract to the finish line has taken a lot of hard work," said Clackamas County Health, Housing and Human Services Deputy Director Philip Mason-Joyner, recognizing the efforts to remediate past failings.
The finalized contract was of critical importance after the previous agreement lapsed in April 2025, which allowed AMR to continue services temporarily. These new arrangements are fashioned to continue the recent trend of improved ambulance services in the area, maintaining the quality of emergency medical care for the residents of Clackamas County.
