The situation with the horses in Rancho Santa Fe is developing into a legal inquiry as County Animal Services, alongside the District Attorney's Office, delves deeper into allegations of animal neglect. According to a report by the County of San Diego, the issue surfaced when Animal Services received a distressing photograph of an emaciated horse on a property in the 7600 block of Artesian Road.

Following the report on Tuesday evening, Animal Services quickly dispatched an officer to verify the horse's condition. The officer found the animal as described – dangerously underfed. The team reached out to the attending veterinarian, who was supposed to have euthanized two elderly horses due to their condition. It was found that she was unable to perform the euthanasia as planned, due to what was described as a lack of proper equipment to remove the animals afterward safely. She expressed concern about the possibility of wildlife getting disturbed and was slated to return Wednesday morning to carry out the euthanasia.

However, in a subsequent call the following morning, the veterinarian informed Animal Services of an emergency that led her to have the horse removed prematurely. At the time when verification was sought from her regarding the euthanasia, she provided no such documentation. This has led County Animal Services to issue a 121 Notice of Pre-Impoundment to the owner, essentially providing a 48-hour window to submit verifiable proof of the horses' care, or otherwise face potential criminal charges.

Persistent in their efforts to thoroughly investigate, County Animal Services is striving to verify the status of the removed horse and ensure the well-being of the second horse that remains on the property. There is an ongoing collaboration with the District Attorney's Office to ascertain if the horses received humane care and to determine their current conditions. This information is part of an open investigation, where details about the responsible care or potential neglect these animals have experienced are still emerging.
