Construction is officially underway for a new wastewater treatment facility in Douglas County, aimed at addressing longstanding water quality and infrastructure issues for Louviers and nearby areas. According to Douglas County, the groundbreaking ceremony for the Chatfield Basin Water Reclamation Facility took place yesterday, with Congresswoman Lauren Boebert and the Douglas County Commissioners in attendance.

Funding for the project includes a significant portion from the American Rescue Plan Act (ARPA), specifically allocated to enhance water and sewage systems along the U.S. 85 corridor. The newly commenced facility represents a major upgrade for the region. As reported by Douglas County, the total investment by the county is pegged at $20,482,400, with an additional approximately $15 million being covered by the Dominion Water & Sanitation District.

As obtained by Douglas County, Commissioner Kevin Van Winkle expressed his support, saying, "This is exactly the type of project we are excited to fund through ARPA dollars. This wastewater treatment facility will improve the lives of residents and provide opportunities for future collaboration on environmental projects, trail systems, and more." Details provided by the county reveal plans for the project to aid long-term solutions for both water quality and boost economic growth in the area.

Collaboration between Douglas County, PCL Construction, Dominion Water & Sanitation District, and Stantec is integral to this initiative. "The collaboration, expertise, and innovation we draw from our partners and clients will only improve the facility design and help reach long-term water reuse and quality goals for this growing community," Ankur Talwar, district manager for PCL Construction, told Douglas County. Completion of the facility is scheduled for the end of 2027. The project also intends to create new recreation opportunities through the construction of new trails, diversifying the benefits for the community.
