Authorities in Los Angeles County have charged six individuals in connection with deadly explosions at illegal cannabis lab sites, in a crackdown named "Operation Sugar Diamond." According to NBC Los Angeles, the investigation was spurred by two separate incidents: a 2023 blast in Irwindale that killed four and a 2024 fire in South El Monte, resulting in one death.
Ted Chien and Han Quan Jiao, the operators of the labs, are facing serious charges, including murder and arson, as detailed by CBS News Los Angeles. The operations, which were allegedly involved in honey oil extraction, continued even after the deadly incidents. Chien, in particular, faces potential life imprisonment without parole or the death penalty, while his partner, Jiao, could receive a life sentence if convicted.
Four additional suspects, presumably employees under Chien and Jiao, have been implicated for their roles in the operation. The LA County District Attorney’s Office reports that Xiaolong Deng, Chengyan Xu, Christopher Reyes, and Frank Herrera are each facing counts related to the conspiracy to manufacture a controlled substance, with Xu also charged with two additional counts.
"This case shows the deadly and disastrous results when illegal cannabis operations recklessly put greed over the safety of their employees and neighbors," said LA County District Attorney Nathan Hochman, a sentiment echoed in the three reports by NBC Los Angeles, CBS News Los Angeles, and The DA's Office. Over $100 million worth of illegal cannabis products were uncovered during search warrants served at nine locations, highlighting the magnitude of the underground operation.
While the investigation is ongoing, the arrests made this week mark a significant push by authorities to dismantle illegal drug trade in the region. The case against the defendants, accused of valuing profit over life, is set to proceed with further court appearances scheduled for those charged. The defendants remain innocent until proven guilty as the legal process continues to unfold.
