Lipari, having served as the acting executive director as well as overseeing the Office of Community Hiring, brings a decade of experience to his new role. The Office of Community Hiring, under his leadership, has been instrumental in setting labor goals for city vendors, focusing on creating opportunities for low-income residents and NYCHA housing dwellers. As reported by the Mayor's office, more than $3.3 billion in city contracts now come bound with this inclusive vision.

In an effort to modernize and strengthen the enforcement of labor requirements, Mayor Adams also unveiled a digital tool slated for launch the next year. It aims to replace the paper-based system, offering a platform for agencies to review payroll records and ensure vendors adhere to prevailing wage laws. This system, Lipari shared with the government press release, should provide a seamless connection between industry, government, labor, nonprofits, education institutions, and philanthropic partnerships.

The initiatives under Lipari’s leadership extend beyond the integration of technology. His prior work reflects an emphasis on making workforce development a practical component of New York City’s economy. According to the Adams administration, Community Hiring is expected to become the largest program of its kind in the nation once fully implemented. In a statement released through the Mayor's office, Lipari noted that job seekers in New York will have access to a wide range of employment opportunities, along with the resources needed to pursue them.

NYC Talent’s portfolio includes initiatives focused on preparing young people for career success and building stronger partnerships with employers. These efforts are supported by the Workforce Development Board and an advisory council, which help align the city’s workforce with evolving economic needs.

Leaders from sectors including labor, education, and workforce development expressed support for Lipari’s appointment. Organizations ranging from the Building Trades to the NYU School of Professional Studies noted the significance of the role in strengthening New York’s workforce system.
