The makeup of the Task Force includes legal, educational, and civic leaders, such as retired Superior Court Judge Kitty-Ann van Doorninck, who chairs the group, and educators like Krestin Bahr, superintendent of the Peninsula School District. They're joined by figures from the community like Jay Calihoo, a young adult with firsthand experience, and Gwen Felizardo, a grandparent of a child who passed through Remann Hall. The directive for this crew is to reimagine juvenile justice in Pierce County and deliver to Mello a comprehensive set of recommendations for the new facility and the programs within its walls.
Dating back to 1948, with the newest parts constructed in 1971 and the last expansion in 1995, Remann Hall's age has caught up with it. Modern justice system needs and standards have outpaced the hall's capacity to provide safe and effective services. The task force will look not only at the physical infrastructure but also at the types of programs and services that could help young individuals succeed post-detention. Recommendations are expected by the end in Spring 2026, with a significant impact on Pierce County's approach to juvenile justice for years to come.
