Pierce County Executive Ryan N. Mello is mobilizing a Juvenile Justice Task Force to guide the creation of a new juvenile justice facility, announcing the initiative on the grounds of the antiquated Remann Hall. The task force is a blend of county and community representatives, all coming together to replace a structure long suffering from the ravages of time and an outdated penal philosophy. "We can't provide a modern, evidence-based approach to rehabilitation and healing in a decaying building designed for a century-old approach to punishment," Mello said at the signing event on Pierce County News, emphasizing the need for a facility "worthy of our young people."
The makeup of the Task Force includes legal, educational, and civic leaders, such as retired Superior Court Judge Kitty-Ann van Doorninck, who chairs the group, and educators like Krestin Bahr, superintendent of the Peninsula School District. They're joined by figures from the community like Jay Calihoo, a young adult with firsthand experience, and Gwen Felizardo, a grandparent of a child who passed through Remann Hall. The directive for this crew is to reimagine juvenile justice in Pierce County and deliver to Mello a comprehensive set of recommendations for the new facility and the programs within its walls.
Dating back to 1948, with the newest parts constructed in 1971 and the last expansion in 1995, Remann Hall's age has caught up with it. Modern justice system needs and standards have outpaced the hall's capacity to provide safe and effective services. The task force will look not only at the physical infrastructure but also at the types of programs and services that could help young individuals succeed post-detention. Recommendations are expected by the end in Spring 2026, with a significant impact on Pierce County's approach to juvenile justice for years to come.
Remann Hall plays a critical role in the fabric of the community, not simply as a detention center but also as the home of the Pierce County Juvenile Court. This body holds exclusive jurisdiction over the region's juvenile cases, ranging from criminal law violations to protective actions for abused or neglected children. With the forthcoming recommendations, officials like Chair Van Doorninck are eager to usher in a new era for the facility, one that better aligns with the county's goals for justice and rehabilitation. “I’m honored to be leading this group of committed people in thoughtful discussion to provide recommendations for reimagining juvenile justice and a facility that will best deliver crucial services to help young people succeed,” Van Doorninck told Pierce County news.
More details about the task force and its agenda can be accessed by the public, with a full list of task force members and additional information about the initiative available on Pierce County's website. Multimedia resources such as b-roll video and photos related to the task force's efforts are also up for grabs, offering a behind-the-scenes look at the project's developments.
