The small town of San Rafael is mourning the loss of two of its residents after a structure fire tore through a 19-unit apartment complex on Canal Street last Thursday. As reported by the Marin County Sheriff's Office, the two victims have been positively identified as Tracey Lee LOWMILLER, 62, and Pamela Lynn SCOGGINS, 68, both hailing from San Rafael. The origin and cause of the fire, which broke out, remain under active investigation by several agencies.

The initial blaze left 55 residents displaced and caused eight individuals to sustain injuries. In addition to the tragic fatalities, the San Rafael community has banded together to provide support to those affected. Mayor Kate Colin urged the public, "If you can make a donation – please do," emphasizing the partnership between the Canal Alliance and Marin Community Foundation to gather funds for the displaced, according to the reporting from Hoodline

Forensic post-mortem examinations have been completed for LOWMILLER and SCOGGINS, stated the Marin County Sheriff's Office, but the cause and manner of death will have to await conclusions of the active investigation, jointly undertaken by the San Rafael Police and San Rafael Fire Departments, along with the Marin County Sheriff's Office - Coroner Division. 

The Marin County Sheriff's Office extended their sincerest condolences to the families and friends of the victims.
