The situation escalated when the man, identified as 60-year-old William Parks, was seen draping an American flag out of his apartment window and positioning a rifle. An emergency alert was issued, urging locals to stay indoors. About one and a half hours later, Parks was found by police walking on nearby Stard Road and taken into custody without incident. Following his arrest, Parks is facing multiple charges, including reckless conduct, disorderly conduct, and negligent storage of a firearm. He was held on preventative detention and is scheduled for arraignment Monday in Hampton Circuit Court.
