According to Senate Majority Leader Erin Murphy, the subcommittee is designed to specially prepare to help communities affect by the actions emanating from Washington, which she characterizes as being "increasingly hostile to states, including and especially Minnesota." Murphy's comments also highlight the expected ramifications on health care access and the stability of local budgets. Senator Lindsey Port, who chairs the newly formed committee, emphasized the urgency and importance of the situation.
