
In a significant legislative sweep, New York Governor Kathy Hochul has put her signature on a series of bills aimed at amplifying worker and labor protections throughout the state. These moves come in the wake of what many view as inaction by the prior federal administration, particularly around the National Labor Relations Board, and they are poised to fortify union rights, safeguard public employees, and heighten standards for renewable energy projects, as reported by the Office of the Governor.
With the fanfare of New York City's Labor Day Parade as a backdrop, Governor Hochul conveyed her support, stating, "Our union laborers are the lifeblood of New York, working tirelessly to continue to build and uplift this great state," echoing the sentiment that New York will always throw its weight behind its workforce, with these protections seen as a sharp contrast to the dismantling of unions experienced under previous federal leadership. Timothy Connick, Public Employee Relations Board Chair, underscored the urgency of local intervention saying, “As the current administration continues to sideline longstanding labor institutions like the National Labor Relations Board, it is more important than ever that New York State step up to defend the rights of workers and create fair venues to resolve labor disputes," especially given the perceived abdication by the Trump-led NLRB.
Among the key pieces of legislation is S.8034A/A8590A, which grants NY's Public Employment Relations Board authority over certain disputes should the federal NLRB falter, while S.5254/A.6612 shields public unions from wage cuts linked to investigations into workplace violence protection violations. S.12/A.779 amends Civil Service Law to bolster public union protections in layoffs, and S.2457B/A3999B kickstarts a Mechanical Insulation Energy Savings Program to bring efficiency and jobs to schools. Lastly, A.2730A mandates apprenticeship agreements for those working on construction for renewable energy systems.
Celebrating this legislative triumph, Assemblymember Harry Bronson remarked, "With the signing of these bills, the leadership and partnership of Governor Hochul, and the support of organized labor, we are demonstrating our unwavering commitment to the hardworking families of New York and achieving meaningful protections against the Trump administration's attack on workers."
