The resignation of Oklahoma's Office of Management and Enterprise Services (OMES) Director, Rick Rose, has shed light on an underlying controversy involving the state's procurement process. Attorney General Gentner Drummond disclosed allegations of improper conduct by Rose shortly before his departure, as reported in a statement on the Oklahoma Attorney General's website. Drummond alleged that Rose had obstructed the legal procurement of vehicles intended for law enforcement operations.
In a letter to Governor Kevin Stitt, which found its way to the public eye, Attorney General Drummond accused Rose of blocking the purchase of vehicles for the Organized Crime Task Force and the Retail Theft Task Force. These vehicles are integral to the Task Forces' efforts in battling illicit marijuana cultivation and rampant retail theft. Drummond stated that this refusal was "presumably at [Stitt's] instruction," suggesting complicity at the highest level of state governance, however unintentional.
Drummond was forthright in his belief that the Governor’s office's interference, if true, would equate to a "serious misuse of authority." A direct quote from Drummond’s letter obtained by the Attorney General's website reads: "If it is true that you or your staff instructed Director Rose to block the purchase of these vehicles, such an act would represent a serious misuse of your authority, causing direct harm to the ability of my law enforcement agents to do their job."
The allegations and subsequent resignation have cast a spotlight on the internal procedures that safeguard the procurement process from potential abuses. Drummond surmised that the details contained within his letter to Governor Stitt contributed to Rose's decision to step down. "I believe the information I shared with the Governor about Director Rose's interference with my law enforcement agents played a role in the Director's departure," Drummond said. He further emphasized that while policy debates are customary, impeding official law enforcement operations for political reasons is out of bounds.
The situation remains tense as both the Governor's response and the full extent of the alleged misconduct have yet to unravel. The public, and certainly the agents within the Task Forces whose operations were halted, await clarity and assurance that the mechanisms of law and order are beyond the reach of political gamesmanship.
