
The City of St. Louis is turning the page on traditional city planning by putting residents in the driver's seat. Through the newly launched PlanSTL Neighborhood Planning Program, St. Louis citizens are being called upon to lead the charge in molding the future of their communities, particularly those hit hard by the May 16 tornado. Hosted by the Planning and Urban Design Agency in partnership with the Office of Recovery, the program promises to pivot away from top-down planning in favour of collaborative, grassroots effort.
Planning committees for Plan Areas 4, 5, and 6 are being formed, and the city is seeking passionate individuals to apply. According to an announcement on the City of St. Louis's official website, committee members will be tasked with defining the vision and goals for their areas, serving as community ambassadors, and ensuring that all resident voices are heard throughout the process. Applications are open until October 13, with info sessions scheduled for those who have questions or need additional informations about the process.
“Reimagining North St. Louis, especially after the devastating tornado, must be done in real partnership with North City residents,” Mayor Spencer said in a City of St. Louis press release. This commitment is further reflected in the involvement of local elected officials, who will serve as honorary members of the committees.
Service on the committees will span over a year, with Plan Areas 4 and 5 concluding in November 2026 and Plan Area 6 wrapping up by July 2026. Committee members will be essential in early stage decision-making, which, according to the City of St. Louis announcement, will help to guide immediate investments even as the broader planning process continues into late 2026.
