The City of Bellevue has tapped nonprofit organization Bellwether Housing to develop an affordable housing project geared towards creating a more inclusive community near transit hubs. The site, located in the city's Wilburton Transit-Oriented Development District, is set to provide at least 127 affordable homes. This project is part of Bellevue's broader strategy to ramp up the availability of cost-effective living spaces for lower-income families, aiming to add or maintain a staggering 5,700 affordable housing units within the next decade.
In a hunt to find a suitable developer, Bellevue pitched a February call for proposals, subsequently sifting through 10 bids before opting to go forward with Bellwether Housing. Their decision was driven by Bellwether's proposal that managed to seamlessly align with the city's affordable housing and sustainability objectives. In a statement obtained by the City of Bellevue's news page, housing official Bianca Siegl highlighted that “Bellwether’s proposal advances the city’s commitment to housing affordability and partnerships that strengthen the social fabric of our neighborhoods.”
The Wilburton neighborhood, envisioned as a bustling mixed-use community, will gain a new dynamic with the introduction of these residential units, benefiting from proximity to the vital Eastrail and the 2 Line light rail station. This development is not just about putting a roof over heads, but also nurturing connections and liveability. To that end, Bellwether Housing's construction plan includes ground-floor space dedicated to a local youth services organization and is designed with eco-friendly principles in mind.
Bellwether's CEO, Susan Boyd, expressed enthusiasm about the project. She remarked, “Every family deserves the stability of an affordable home close to jobs, schools and transit, and this new building is an important step toward that goal,” in an interview with the City of Belleville. Meanwhile, details are being ironed out concerning the city's long-term leasing agreements with the housing provider, with a project completion deadline eyed for 2030. The vision for the district had been formally given the green light in July 2024, aiming to establish a balanced mix of residential, commercial, and recreational spaces.
With a steadfast history of serving communities for over 40 years, Bellwether Housing is a familiar figure in the affordable housing sector of the Puget Sound region. They house roughly 5,000 residents across their apartments and have, since 2016, specifically focused on developments in neighborhoods with valuable access to public transit and essential community resources.
