
The Transportation Legislation Review Committee in Colorado has taken a pivotal step forward by advancing two significant bills aimed at modernizing the state's transportation landscape. One bill focuses on updating fleet vehicles to be more environmentally friendly by transitioning to zero- or low-emission models, while the other simplifies vehicle buying and selling via digital title transfers.
According to Colorado House Democrats, Bill 3 was sponsored by Senators Kyle Mullica and Cleave Simpson, along with Reps. Amy Paschal and Carlos Barron. Together, they are aiming to improve air quality for Coloradans by replacing gas-guzzling fleet vehicles with cleaner options. "Our bipartisan legislation would save businesses money on replacing these gas-guzzling vehicles with zero- or low-emission fleets," Rep. Paschal explained, as per Colorado House Democrats. The bill also proposes eliminating funding restrictions to bolster the efforts of the Clean Fleet Enterprise, the initiative established by Colorado Democrats in 2021 to encourage the uptake of low- or zero-emission fleet vehicles.
The second bill, Bill 2, intends to ease the process of car ownership transfers in the state by fully embracing electronic certificates of title. "Electronic documentation is easier to access and keep track of than physical paperwork, which is why we’re passing this bill to allow electronic records during vehicle transactions," Speaker Pro Tempore Andy Boesenecker was quoted, as obtained by Colorado House Democrats. Co-sponsored by Boesenecker, Rep. Paschal, and Senator Byron Pelton, this legislation paves the way for digital titles to be used in all vehicle transactions, making car buying and selling more convenient for Coloradans.
