
The Duluth Police Department has issued a community notification regarding the release of Willie James Vaughn-Bey, a high-risk predatory offender, according to a recent public release. Vaughn-Bey, convicted of Criminal Sexual Conduct, has completed his sentence and is now residing in the vicinity of 4th Street and North 1st Avenue West, Duluth, MN.
According to the Duluth Police's statement, Vaughn-Bey's criminal history includes sexual contact with both an adult woman and a teenage girl; the incidents involved force and manipulation to maintain control. The adult victim was initially befriended by Vaughn-Bey and then assaulted after offering him a ride home, while the exploitation of the teenage victim was facilitated through an established relationship of trust.
