A public squabble over a parking spot has escalated, leading to a felony charge against Encinitas Councilman Luke Shaffer. A doorbell camera captured the clash between Shaffer and local developer Declan Caulfield, which began with the councilman displacing trash cans to park his truck, and allegedly escalated to an instance of physical aggression. The video, made public after media requests, shows Shaffer demonstrating what some witnesses believe to be "unbecoming behavior" for an elected official, as NBC San Diego reported.
"I just want to see my elected officials acting responsibly," stated Chuck Hodge in an interview with NBC San Diego, expressing the sentiments of community members disturbed by the incident. Despite the visual evidence, Shaffer's representatives maintain the footage doesn't implicate him in a felony. "False accusations will not distract me or deter me from the vital work of that the people of Encinitas elected me to do," Shaffer said, addressing the encounter at a recent council meeting.
Shaffer faces charges of felony assault likely to produce great bodily injury and misdemeanors, including hit-and-run driving involving property damage, along with willful omission to perform duty. These accusations arose after an interaction occurred when Shaffer supposedly moved Caulfield's trash bins from a curbside parking space, leading to a heated argument. The San Diego Union-Tribune outlined the issues and provided a timeline of the altercation based on the video evidence.
Awaiting his preliminary hearing set for November 13, Shaffer's conduct continues to be scrutinized as the video circulates, prompting community members to question the degree of force and judgment the elected official employed. "It reflects bad judgement on his part. There is a bigger, larger society argument about how much we let parking rule our lives," Hodge told NBC San Diego.
