
The City of Glendale has announced the appointment of Ginna Carico as the new Director of Intergovernmental Programs. With a track record spanning over a decade, Carico is known for her adept relationship-building with legislative and political figures, specifically advocating for community needs. According to an official statement from the City of Glendale website, City Manager Kevin Phelps acclaimed Carico's extensive knowledge and experience. "She has the credentials, talent and interpersonal skills to help our city continue to grow partnerships that keep driving economic development and addressing residents’ critical needs," Phelps stated.
In her previous roles, Carico has proven to adeptly negotiate on behalf of West Valley residents. She maintained this focus while serving as the chief government affairs officer for the city of Goodyear, a position she held for close to six years. Before that, Carico championed residential needs as the intergovernmental affairs coordinator in the city of Peoria. Her foundational knowledge of state politics was built earlier as part of the Majority research staff at the Arizona House of Representatives, where she worked from 2012 to 2015, as reported by the City of Glendale.
Speaking on her new role, Carico reflected her ambition for local involvement in legislative processes. "Glendale is a leader in the West Valley, and I am excited to help the city continue to build legislative champions and elevate programs that meet the needs of residents and keep them informed about important issues that impact their everyday lives," Carico told the City of Glendale's official news post. She added, "There is no voice stronger than our residents at the Capitol. When we hear diverse voices, creative solutions happen."
Carico's academic credentials include a master's degree in public administration from Arizona State University and bachelor's degrees in journalism and Spanish from Northern Arizona University. Her global perspective was primed by early service with Amigos de las Américas in Costa Rica and the Dominican Republic, an experience that she said sparked her passion for building relationships across diverse communities. She further honed this international experience supervising for the same organization in Nicaragua during her college years, as per the City of Glendale.
