
As the dust settles on the Texas Legislature's second special session, Hays County moves to tweak its election precincts in response, changes that came under the gavel at the Commissioners Court on Tuesday, Oct. 28, according to Hays County officials. The new redistricting maps, forged in the heat of August's legislative session, meant local election leaders had some recalibrating to do, ensuring that the lines they draw comply with both state law and federal voting rights protections.
Jennifer Doinoff, the Hays County Election Administrator, outlined the balancing act of adhering to Texas Election Code and the National Voter Registration Act in a statement released by Hays County, "What we’re doing is not redistricting; we’re ensuring our precincts comply with the National Voter Registration Act," she said, pinpointing statutory compliance as the driving force behind the latest shifts which saw the proposal of 88 Voting Tabulation Districts (VTDs), an equation that factored in three new precincts and excised seven existing ones despite a few minor boundary adjustments to fit the requirements.
Beyond mere compliance, the attention paid to the boundaries of these precincts, or VTDs, takes shape under the watchful eye of District of Concern (DOC) boundaries. "By law, VTDs cannot cross DOC borders," Doinoff explained, highlighting the restrictions that come into play when districts reel under the spotlight for voting rights concerns. The delicate task also demands consideration of the voter population within each precinct, aiming for a sweet spot between 100 and 5,000 active voters.
The court's nod gives way to the next steps; detailed maps will soon be charted out for public consumption, though the ink on these changes won't dry until post-December runoff, "We aim to keep districts small — usually under 3,500 [voters] — so that VTDs have some resiliency to grow between redistricting sessions," Doinoff told Hays County; capturing the essence of planning for both the present needs and the future shifts that are as certain as the changing seasons.
