
The City of Memphis is considering redevelopment plans for the former Peppertree Apartments in Whitehaven, with demolition scheduled for 2026 if the city acquires the property in an upcoming federal foreclosure sale. The 300-unit complex has been vacant since 2022 after the U.S. Department of Housing and Urban Development ended its contract, citing unsafe living conditions, according to Local Memphis. The site was declared a public nuisance in 2021. Deputy Housing and Community Development Director Felicia Harris said the city is working with HUD on a plan that could include new housing, green spaces, and community amenities.
At a public meeting, Whitehaven residents shared concerns about plans to redevelop the former Peppertree Apartments site. They said they do not want the return of low-income housing and instead suggested senior housing, homeownership opportunities, and community facilities such as a recreation center or pool. One resident said, “I lived next to Peppertree. There was chaos, violence, profanity, prostitution,” as reported by FOX13 Memphis. Wayne Bannon, a former worker at the complex, said, “I got very little faith in what the City is saying that they’re going to do this, because it hasn’t happened,” as per Local Memphis. Residents emphasized the need for investment to improve the neighborhood.
Memphis officials say the plan for the former Peppertree Apartments will be a public-private partnership. “Clean, safe and attractive housing is the goal,” City Councilwoman Pearl Walker said in coordination with the Division of Housing and Community Development, as mentioned by Action News 5. At a community meeting, HCD Deputy Director Felicia Harris noted input came from both younger residents looking to buy homes and long-term residents seeking change. The city is encouraging Whitehaven’s 50,000 residents to stay involved through social media and surveys to help shape the redevelopment.
