According to a statement released by the Oceanside Police Department, the investigation was sparked by community reports in September 2024 and led to the arrest of several employees at the implicated spas: Nirvana Spa and Seaside Acupressure.

The OPD's Special Enforcement Section (SES), working in collaboration with the City’s licensing department, City Attorney’s Office, and Code Enforcement, engaged to meticulously gather evidence and conduct over two dozen interviews. Despite treating the interviewed employees as potential human trafficking victims, all individuals declined services at the time but were given the option to reach out for assistance at a later stage. The owners of both Nirvana Spa, located at 3320 Mission Avenue, Suite Q, and Seaside Acupressure, located at 560 Greenbrier Drive #103, have been effectively barred from operating within Oceanside city limits.

Oceanside's Chief of Police, Taurino Valdovinos, emphasized the city's stance on such businesses stating, per the Oceanside Police Department, "These closures send a clear message that businesses engaging in illegal activity will not be tolerated in Oceanside." The proactive measures taken by law enforcement reflect a larger commitment to combat exploitation and uphold community standards.
