As the Oregon Secretary of State's Elections Division forges ahead with implementing House Bill 4024, your voice can help shape the state's campaign finance system. HB 4024 introduces new campaign contribution limits and requires the creation of a campaign finance data dashboard, among other substantial changes.

"HB 4024 does a lot more than just putting limits on contributions to political campaigns. It’s an ambitious overhaul of how campaigns are run in Oregon," Secretary of State Tobias Read expressed. However, this overhaul is not without its complexities. Read acknowledges that there are "still outstanding questions that the Legislature needs to provide clarity on," according to a statement on the Secretary of State website.

The Elections Division is in the midst of developing administrative rules to govern these changes. A Rules Advisory Committee was convened to review draft rules, and public feedback has been solicited. This iterative process resulted in modifications to the draft rules, which were published on September 15, 2025, and are now open for public comment.

Interested parties are invited to share their input on the proposed rules. There's an impending deadline for comments on the new candidate filing deadlines, which have been updated by HB 4024 to set incumbent candidates' filing deadlines a week before others. The final day for submitting comments on this particular rule was yesterday. As for feedback on the other rules, which include the Campaign Finance Manual, the Division has set a due date of November 21, by 5:00 PM. Moreover, a public hearing is scheduled for November 7, and participation details are available on the Secretary of State's website.
