This policy will give the transit authority the power to suspend individuals who display unsafe, threatening, or disruptive behaviors while on their buses, shuttles, or properties such as stations and stops, according to a statement released by SamTrans.

Board Chair Jeff Gee emphasized the importance of safety on public transit, stating, per SamTrans, "Everyone deserves to feel safe when using public transit," pointing out that the policy will allow SamTrans to tackle serious misconduct effectively. Gee affirms that the agency's authority and process for addressing violations are something the policy secures firmly in the hands of SamTrans, while its intention is also to maintain a respectful and welcoming environment for the community at large. The Passenger Suspension Policy is an extension of the existing Code of Conduct and Enforcement Policy, which was enacted in April 2024, and it prohibits several behaviors including harassment, assault, fare evasion and the tampering with safety equipment, this new measure provides a tangible way to enforce those rules.

SamTrans General Manager and CEO, April Chan, highlighted that they would be collaborating with law enforcement to ensure the policy's enforcement, which could mean the removal of disruptive passengers and, for serious infractions, obtaining restraining orders through the judicial system. "This gives us an important tool to protect both our passengers and front-line employees," April Chan told SamTrans, reinforcing that safety is paramount to public trust in their transit system.
