
Mayor Dan Borgmeyer and County Executive Steve Ehlmann have signed an agreement signaling a growing collaboration between city and county leadership. The deal outlines plans for major updates to infrastructure and administrative operations in St. Charles. According to an announcement released by the St. Charles County Government, The agreement, already approved by both councils, sets the stage for an exchange of assets and planned developments.
The city will transfer ownership of its current City Hall building to the county, while the county plans to invest over $11 million in road improvements supporting two major city projects. Under the agreement, St. Charles City Hall is scheduled to relocate to the new City Centre Complex by late 2026, following redevelopment efforts on the north end of Main Street and the creation of new public roads in the growing Riverpointe District. Both the city and county have signed the agreement.
St. Charles County will acquire the City Hall building and invest approximately $18 million in essential upgrades, as part of the agreement. These include repairing the deteriorating exterior and updating the interior to comply with current building codes. The county plans to repurpose the facility as office space to help ease overcrowding in the circuit courthouse. The nearby parking garage will continue to be available for public use.
The agreement includes over $4 million allocated for the redevelopment of Main Street and an additional $7 million dedicated to building public streets within the Riverpointe District. The Riverpointe project is planned as a mixed-use development along the Missouri River, connecting the area between the Family Arena and the Streets of St. Charles.
