Residents propelled this legislation forward by their persistence, by coming to every meeting and stressing that this indeed was a problem that needed addressing. "I love it when people come up and say, ‘I got an idea for you,’" York recounted to the council. Under the new plan, any car without a permit will either be ticketed or risk being towed. Households within the affected area will be eligible for up to four free parking permits, and the option to request additional permits for a nominal fee, given they can show "good cause with valid supporting reasons," as mentioned on the St. Charles County website

Enforcement of the new parking regulations will fall under the jurisdiction of the St. Charles County Police, who have been proactive in tackling the issue even before the official legislation. One such patrol during the weekend of Sept. 5-7 led to 25 tickets being issued and 10 cars being towed, an indication of how severe the issue had become. The situation had reached an urgency that could no longer be overlooked, evidencing the necessity for the newly passed measures. According to the St. Charles County's official website, County Executive Steve Ehlmann is expected to sign the legislation into law imminently, which would enable enforcement as soon as residents receive their permits.

The streets designated for permit-only parking are Moonridge Drive, Clearview Drive, Beverly Drive, Barbara Drive, South Drive, Dennis Drive, Christine Drive, and Valley Road from South Drive to Dale.
