A Fentress County grand jury handed down the indictment on Nov. 20, a day before the news went public. The allegations involve fraudulent efforts to meet mandatory in-service training requirements for Reagon, which not only ensured his compliance with the Tennessee Peace Officers Standards and Training Commission but also enabled him to receive a salary supplement.
